Request for Operating License for Fuel Dispensing Establishments

If you want to establish a fuel dispensing business in the Dominican Republic, you need to have an operating license. To obtain it, you must submit several mandatory documents, such as the motivated application request, property title certificate, insurance policies, and obtain additional permits and certifications.

How to obtain an operating license for gas stations?

Requirements to install a fuel station in the Dominican Republic

To obtain an operating license for a fuel station in the Dominican Republic, the following requirements must be met:

  • Motivated application request: The motivated application request is the document that must be submitted to apply for the operating license. This document should include detailed information about the applicant and the gas station, such as the exact location of the station and its storage capacity.
  • Property title certificate: A property title certificate for the land where the gas station will be located must be submitted. This certificate must be registered with the Title Registry in the area where the land is located for the establishment of the station.
  • Insurance policy: A valid insurance policy covering potential damages to third parties that may arise from the fuel station’s activity must be provided.
  • Certified copy of the fuel supplier contract: A certified copy of the contract with the fuel supplier responsible for supplying the station must be submitted. This contract should specify the fuel supply details, such as the price and delivery conditions.
  • Certification from the General Directorate of Internal Revenue (DGII): To obtain the operating license for a fuel station, it is necessary to submit a certification from the General Directorate of Internal Revenue (DGII) that verifies the applicant is up to date with their tax payments.

Necessary permits and certificates to apply for the license

The following permits and certifications are required:

  • No objection certification from the Municipal Council: To apply for the operating license, a no objection certification from the Municipal Council corresponding to the location of the fuel station is needed. This certificate will verify that the establishment complies with the requirements and regulations set by the Council.
  • Civil Defense Certification: The Civil Defense Certification is necessary to ensure compliance with fire, explosion, and other incident safety requirements. To obtain this certification, an inspection will be carried out at the fuel station, and it will be verified that all necessary safety requirements are met.
  • Fire Department Certification: It is mandatory to obtain a certification from the Dominican Republic Fire Department to confirm compliance with fire safety regulations. An inspection will be conducted at the gas station to ensure the presence of fire extinguishers, smoke detectors, alarms, and any other elements that guarantee fire safety.
  • Other permits and certifications: In addition to the certificates mentioned, other permits and certifications may be necessary depending on the location of the gas station. These may include certification from the Ministry of Environment and Natural Resources (SEMARENA) and certification from the Metropolitan Transportation Authority (AMET). It is important to verify all the necessary permits and certifications for the installation of the gas station.

Procedures for requesting the license virtually and in person

To apply for an operating license for fuel dispensing stations, such as gas stations, the Ministry of Industry, Commerce, and MSMEs (MICM) offers two options: the MICM Virtual Window and the MICM Customer Service Division in person, both with the same requirements and processes.

  • MICM Virtual Window: The MICM Virtual Window is available on the ministry’s website and offers the option to complete the process entirely online. To access it, you must register and create an account. Once the account is created, the corresponding form must be completed with the necessary information, and the required documents, such as the motivated application request, certified copy of the supplier contract, and certification from the General Directorate of Internal Revenue (DGII), among others, must be uploaded. Additionally, the proof of payment of the corresponding fee must be attached. The MICM does not specify the response time for requests made through this channel, so it is important to stay updated on the process through the platform.
  • MICM Customer Service Division: If you prefer to carry out the process in person, you can visit the MICM Customer Service Division during business hours from Monday to Friday, 8 am to 5 pm. There, the corresponding application form must be submitted along with the required documents and the proof of payment of the corresponding fee. In case of any doubts or inquiries, the MICM staff is trained to provide guidance and advice.
